Mr. McElearney provides overall leadership for the company in partnering with health systems, hospitals and physicians to developing the company’s core strengths in diagnostic imaging, radiation oncology, and outpatient services.
He spearheads the company’s effort
to identify new business opportunities and optimize the value of
affiliations with a wide variety of providers and industries in the
health care arena.
Mr. McElearney’s background in health care spans
almost 20 years, working in every part of the country
in senior positions of leadership
in the healthcare industry.
He led Business Development for the nation’s largest provider of mobile imaging services, directing its effort to expand into new business areas.
As Vice President for TenetCare, a Tenet subsidiary, he developed freestanding ASC/imaging facilities nationwide; as a Senior VP with Columbia/HCA he led strategic planning for a large group of hospitals in the southwest.
He was Senior VP of a national investment bank, leading their health care division.
Mr. McElearney also served as Director with KPMG Consulting, Regional Manager for Business Development with Universal Health Services, and co-founded a 100,000 life TPA company.
He holds an MBA in Business Administration from Wright State University, Ohio

Mr. Lieberman provides leadership to Gemstar’s work with hospitals and physicians in the design and operation of effective and profitable radiation therapy centers.
Mr. Lieberman has been involved with the development, operations and management of freestanding and hospital based radiation oncology centers for more than 15 years. He has participated in evaluating or operating cancer treatment services in over 32 states, and in the process has worked with many of the country’s leading hospitals.
He brought a successful company, Health Care Business Consultants, Ltd, into Gemstar. HCBC provided oncology business services for physicians and hospitals, including turnkey development of comprehensive cancer centers.
For many years he served in leadership positions
for several major national companies
developing and operating cancer centers.
An authority on Medicare reimbursement for radiation oncology, he has designed compliance programs for billing which are used in many radiation oncology centers throughout the country.
Mr. Lieberman holds a law degree from Antioch School of Law, in Washington, DC and practiced law for several years before entering the health care arena.
Mr. Flanagan brings many years of experience, including operations, sales, management and marketing of imaging centers.
Before joining Gemstar, he was the Director
of Operations for the northeast region
of a national imaging company.
Prior to that Mr. Flanagan was Director of Sales for an ultrasound company and VP of marketing for MRI Centers of New England , overseeing the expansion of a single site to a network of eight sites.
He is a past Vice President of the New England MRI Association. Mr. Flanagan holds a B.A. from Holy Cross College in Worcester, MA.
Mr. Jodon provides Gemstar with an extensive background in Design/Build and Equipment Procurement Projects. His experience extends throughout Radiation Oncology, Diagnostic Imaging and Surgery Centers.
Over the last 15 years, Todd has been involved with 25-30 "Turnkey" Radiation Oncology projects.
Within these projects, he has extensively worked with the design of the vaults, shielding and the complete equipment procurement process.
He has extensive experience with buying group contracts and manufacture relationships. His manufacture/dealer relationships extend to many of the top manufacturers in the business. These relationships include Phillips Medical Systems, Teal, Filtrine, LAP of America, Diacor Inc., Nelco and many more.
Prior to Gemstar, he served as the Vice President at TGM2 Medical Supply & Equipment. Within this role, he developed extensive sales and technical experience in CT and MRI. His role within TGM2 also allowed him to be associated with 40 cancer centers in which he completed the everyday consumable supply and equipment purchase needs. Mr. Jodon holds a B.A. in Business Administration from Penn State University.
Dr. Scheer has practiced radiation oncology for over 20 years. He brings to Gemstar the experience of spearheading the start up of many freestanding and hospital based radiation oncology facilities.
As a practicing physician he has broad experience with all the techniques of radiation therapy including IMRT, IGRT, Gamma Knife Radiosurgery, Prostate Brachytherapy and HDR Brachytherapy.
Dr. Scheer received his medical degree from the Medical College of Georgia, a Ph.D from the University of Notre Dame in South Bend, Indiana, and did his residency at the University of Utah Medical Center.
